Manager of Special Projects, Funding Strategy for BART

Richard is a public service professional with over 15 years of experience in government, community engagement, and public policy. At BART, he leads Federal and State strategic funding efforts and has played a key role in building partnerships that support regional transit priorities. He previously served as Principal of Government and Community Relations.

Before BART, Richard was Legislative Director for the Oakland City Council, advising on municipal finance and policy. A committed labor leader, he serves on the executive boards of AFSCME Local 3996 and AFSCME Council 57.

His leadership has been recognized by the San Francisco Business Times Business of Pride – Outstanding Voices, Top 40 Under 40 by Mass Transit Magazine, and 40 Under 40 by the San Francisco Business Times.
